DVLA to Introduce Mandatory Training for Motorcycle Riders Before Licensing

The Driver and Vehicle Licensing Authority (DVLA) has announced plans to introduce compulsory structured training for all motorcycle riders before they can obtain a driver’s licence, as part of broader efforts to enhance road safety in Ghana.

The Director of Driver Training, Testing, and Licensing at the DVLA, Kafui Semevo, disclosed that the initiative forms part of proposed amendments to Legislative Instrument 2180, aimed at strengthening driver training and licensing standards nationwide.

Speaking at the 30th anniversary launch of Toptech Transport and Logistics on Thursday, March 19, Semevo indicated that preparations are already underway to support the implementation of the reforms.

He revealed that the DVLA has begun collaborating with the Ghana TVET Service to train and certify motorcycle riding instructors ahead of the policy rollout.

“There are some reforms that will be taking place as soon as LI 2180 is successfully amended. It will be compulsory for all motorcycle riders to undergo structured training before they can obtain a driver’s licence,” he stated.

Semevo added that the DVLA has already opened applications for individuals interested in becoming certified riding instructors, describing the process as continuous and urging driving schools to take advantage of the opportunity to prepare for the upcoming changes.

He further explained that the amendment would also allow first-time applicants to apply directly for higher-category licences, such as categories D and F, once the law is passed.

In addition, the DVLA is working with international partners, including Transaid UK and Scania, to develop training curricula and manuals for higher-category licences, as well as to improve vehicle registration and number plate systems.

The proposed reforms are expected to significantly improve rider competence, reduce accidents involving motorcycles, and enhance overall road safety across the country.
