Former NEIP CEO Was Not Arrested; Reported to NIB Voluntarily – Lawyers

Former Chief Executive Officer of the National Entrepreneurship and Innovation Programme (NEIP), Kofi Ofosu Nkansah, was not arrested by the National Investigation Bureau (NIB) but rather reported voluntarily to assist with ongoing investigations, his lawyers have clarified.

This clarification follows claims made by the Chief Executive Officer of Ghana Digital Centres Limited, Dzifa Gunu, in a Facebook post suggesting that Mr. Ofosu Nkansah had been “picked up” by the NIB after allegedly ignoring previous invitations from the investigative body.

In a statement issued by his legal team, led by Nana Agyei Baffour Awuah, the lawyers explained that their client willingly appeared before the NIB to provide information regarding allegations surrounding the sale of government-funded overseas scholarships by the Scholarship Secretariat.

The lawyers noted that Mr. Ofosu Nkansah’s appearance before the NIB was in response to a directive from President John Dramani Mahama, who ordered an investigation into claims made by the former NEIP CEO during a radio discussion on Sompa 106.5 FM. During the broadcast, Mr. Ofosu Nkansah alleged that some individuals were required to make payments to secure scholarships abroad, raising concerns about transparency and fairness in the allocation of government-sponsored scholarships.

According to the legal team, the former NEIP CEO fully cooperated with investigators and provided all relevant information to support the inquiry. They stressed that at no point was he arrested or detained by the NIB.

The Presidency, in a statement dated February 3, 2026, described the allegations as serious and of grave public concern. The NIB was consequently tasked to verify the claims, identify any individuals involved, and submit its findings directly to the President for further action.

Mr. Ofosu Nkansah’s lawyers reiterated that his engagement with the NIB was lawful, voluntary, and aimed at supporting efforts to ensure accountability and transparency in the management of public scholarship schemes.
