Daniel Nsala Wakpal, the 2024 parliamentary candidate for the National Democratic Congress (NDC) in the Kpandai Constituency, has initiated a legal action for contempt against the Chairperson of the Electoral Commission (EC), Jean Mensa, accusing her of refusing to comply with a High Court directive ordering a rerun of the parliamentary election.
According to documents filed in court, Justice Emmanuel Bart-Plange Brew of the High Court issued the order on November 24, 2025, instructing the EC to conduct a new election in Kpandai within 30 days. The directive was officially served on the EC Chairperson on November 25, 2025, but Wakpal claims that no steps have since been taken to implement the ruling.
In an affidavit sworn before a Commissioner for Oaths in Accra, Wakpal stated that the EC Chair had shown no indication of preparing for the mandated rerun. He described the alleged inaction as a clear and deliberate disregard for the High Court’s authority and a violation of the judicial process.
Wakpal’s legal team argues that the failure to act on a valid court order constitutes contempt of court as it obstructs the administration of justice. They are urging the court to hold Jean Mensa accountable for what they consider a breach of her statutory duty and a challenge to the rule of law.
The development adds to rising political tension surrounding the Kpandai parliamentary seat as stakeholders await the court’s next steps and any formal response from the Electoral Commission.
