Parliament passes 24-Hour Economy Authority Bill

Parliament has passed the 24-Hour Economy Authority Bill, 2025, officially clearing the way for the implementation of one of the flagship policies of the John Dramani Mahama administration.

The bill was approved after extensive debate on the floor of the House, with strong arguments from both the Majority and Minority caucuses. It was first laid before Parliament in late 2025 as part of government efforts to restructure Ghana’s economy for round-the-clock productivity.

The legislation establishes the 24-Hour Economy Authority as the central coordinating body responsible for overseeing the implementation of the policy nationwide. The Authority will be mandated to align public and private sector activities, mobilise investments, and ensure that regulatory, security, and infrastructure systems are in place to support continuous economic operations.

The 24-hour economy policy was a major campaign promise of the National Democratic Congress (NDC) ahead of the 2024 general elections. Government has consistently described the initiative as a key driver of job creation, increased productivity, and sustained economic growth, particularly for unemployed youth.

Despite its passage, the bill attracted significant opposition from the Minority caucus during deliberations. Minority MPs raised concerns about potential security risks and the possibility of public inconvenience if the policy is not carefully managed.

However, the Majority caucus maintained that the long-term benefits of the policy outweigh the concerns raised. They assured Parliament that adequate safeguards, including enhanced security and regulatory oversight, would be implemented to ensure the policy’s success.

With the passage of the bill, Parliament has paved the way for the formal establishment of the 24-Hour Economy Authority and the commencement of processes leading to the rollout of the policy across the country.
