The National Service Authority (NSA) has interdicted two senior staff members at its Birim North District office following the discovery of a systemic payroll fraud scheme involving the illegal processing of allowances for unqualified individuals.
In a press release issued on May 14 and signed by Director-General Felix Gyamfi, the NSA confirmed that the District Manager and the Management Information Systems (MIS) Manager were both implicated in the scheme and have admitted to their involvement after being presented with substantial evidence during an internal meeting.
According to the statement, the fraudulent activity was uncovered through a collaborative effort between NSA management and a whistleblower. The two officials allegedly validated and processed monthly allowances for 29 individuals in the 2024/2025 service year and 49 individuals in the 2023/2024 cycle, falsely categorizing them as regular National Service Personnel despite being on study leave with pay or already holding full-time employment.
“This action is part of a larger payroll fraud that has plagued the Authority for years,” Mr. Gyamfi noted, adding that the NSA is aware of the wider scale of the issue across the country.
Preliminary investigations have also uncovered multiple cases of record falsification. The NSA identified instances where individuals working as teachers, nurses, midwives, customs officers, and other public sector staff deliberately concealed their employment status to fraudulently register as National Service Personnel, thereby collecting undeserved allowances.
“As part of ongoing reforms and a comprehensive cleanup of the national service enrolment process, we are committed to exposing and eliminating these fraudulent activities,” Mr. Gyamfi stated.
He emphasized that further investigations are underway and that the NSA is determined to restore integrity to its operations and uphold the principles of transparency and accountability.
The interdicted officers remain under internal review and may face legal action upon completion of the investigative process.
