NPA Case: Mustapha Hamid and Nine Others Granted Bail on New 54-Count Charges

The High Court (Criminal Court 4) in Accra has granted bail to former NPA Chief Executive Dr. Mustapha Abdul-Hamid and nine others after adopting earlier bail terms with stronger variations to enhance monitoring.

Although the initial charge sheet was withdrawn and replaced with an expanded 54-count charge sheet, the court said the accused had already fulfilled major bail requirements, making it reasonable to maintain the terms with modifications.

Dr. Abdul-Hamid, Jacob Kwamina Amuah, and Wendy Newman must now report to the Registrar of the Court on the first and last Tuesday of every month. The Registrar will submit monthly compliance reports, and any breach will result in a bench warrant. They remain on GH¢2 million bail each with three sureties, including a public servant earning at least GH¢5,000 and another surety providing landed property documents. Their passports remain seized.

The remaining accused persons also remain on GH¢2 million bail with three sureties, but with a reduced public servant salary requirement of GH¢3,000. They must also report twice monthly until the case concludes.

All ten accused persons pleaded not guilty to the new 54-count charge sheet, which includes extortion, using public office for profit, money laundering, and conspiracy.

The OSP alleges that between 2022 and December 2024, Dr. Abdul-Hamid initiated an extortion scheme executed by Amuah and facilitated by Newman, leading to the collection of GH¢291,574,087.19 and US$332,407 from oil marketing companies and bulk transporters.

Investigators say parts of the proceeds were laundered through PropNest Ltd., Kel Logistics Ltd., and Kings Energy Ltd. to acquire properties, fuel stations, and trucks.

The prosecution has been ordered to file all disclosures by January 12, 2026, ahead of the Case Management Conference on January 19, 2026.
