Charles Bissue and Andy Owusu Granted GH₵200k Bail Each in Bribery Case

The Accra High Court (Criminal Division) has granted bail in the sum of GH₵200,000 each to Charles Bissue, former Secretary of the now-defunct Inter-Ministerial Committee on Illegal Mining (IMCIM), and Andy Owusu, a known aide to Ashanti Regional NPP Chairman Bernard Antwi Boasiako.

The two individuals appeared in court on Tuesday, May 6, where their pleas were formally recorded in response to 15 criminal charges filed against them by the Office of the Special Prosecutor (OSP).

At the end of a brief court session, the judge approved bail for both accused, requiring two sureties each, with one of the sureties mandated to be justified.

The court has scheduled May 29, 2025, for a Case Management Conference (CMC), a legal process intended to clarify the issues at stake, exchange evidence, and outline timelines for the trial.

Neither Mr. Bissue’s nor Mr. Owusu’s lawyers offered any public statements after the hearing.

According to the OSP’s charge sheet filed on April 28, Mr. Bissue is accused of accepting a total of GH₵35,000 in bribes, directly and indirectly through Mr. Owusu, from Benjamin Adjapong between January and February 2019. The payments were allegedly made to hasten the renewal of an expired mining license for ORR Resources Enterprise, bypassing required documentation.
