A-G Drops Charges Against Dr Duffuor, Others After 60% Fund Recovery in UniBank Case

Ghana’s Attorney-General has officially dropped criminal charges against former Bank of Ghana Governor, Dr. Kwabena Duffuor, and seven others involved in the collapse of UniBank Ghana Limited, following the recovery of over 60% of the alleged lost funds.

The decision, filed through a nolle prosequi on Tuesday, July 22, 2025, in the case The Republic v. Kwabena Duffuor & 7 Others (CR/0248/2020), was announced in a statement signed by Deputy Attorney-General Dr. Justice Srem-Sai.

According to the statement, the withdrawal of the case follows “substantial recoveries and prolonged negotiations” between the State and the accused. The Attorney-General concluded that continuing the trial would no longer serve any added public interest.

“Considering the significant recoveries made for the State, the Honourable Attorney-General has satisfied himself that continuing with the prosecution will not serve any additional public purpose,” the statement read.

However, the A-G’s Office emphasized that the decision does not amount to a declaration of innocence or absolution of wrongdoing. Rather, it was a practical step aimed at avoiding further financial and legal burdens on the State.

Dr. Duffuor and the co-accused, including his son, Kwabena Duffuor II, were facing charges of willfully causing financial loss to the State, money laundering, and dishonest appropriation of public funds. These charges were linked to the 2018 collapse of UniBank, which was deemed insolvent by the Bank of Ghana due to illegal related-party transactions and a capital shortfall.

The case, which began in 2020, was a key component of the government’s banking sector clean-up, which impacted over 400 institutions and cost the State more than GH¢25 billion in bailouts and settlements.

Dr. Duffuor has consistently denied any wrongdoing and remains an influential figure in Ghanaian politics. He previously contested the 2023 presidential primaries of the National Democratic Congress (NDC).
