GTEC Orders Public Universities to Maintain Current Fees for 2025/2026 Academic Year

The Ghana Tertiary Education Commission (GTEC) has directed all public universities to maintain their existing student fees for the 2025/2026 academic year. The move forms part of efforts to ensure strict compliance with legal and regulatory procedures governing tertiary education financing.

In a circular issued on November 3, 2025, GTEC emphasized that no university should introduce or implement new fees without parliamentary approval, as required under the Fees and Charges Act.

The Commission noted that it had observed repeated instances where some public universities revised their fees without following due process, leading to what it described as “implementation difficulties.”

“To ensure compliance with statutory requirements under the Fees and Charges Act, Vice Chancellors are hereby reminded to maintain the current student fees and only implement revised fees for the 2025/2026 academic year after obtaining approval from Parliament,” the statement read.

The directive, signed by Dr. Emmanuel Oware Nyarko, Director of Quality Assurance and Compliance, on behalf of the Director-General, was copied to Vice Chancellors of both traditional and technical universities nationwide.

GTEC cautioned that any institution found adjusting fees without authorization from Parliament would be in violation of national regulations.

The Commission reaffirmed its commitment to promoting transparency, fairness, and accountability in the administration of tertiary education fees while working to safeguard students from arbitrary fee increases.
