
Raphael Mensah, an IT engineer previously declared wanted by the Office of the Special Prosecutor (OSP), has returned to Ghana and voluntarily surrendered to the authorities. His return follows a public notice issued by the OSP on July 8, 2025, seeking his arrest in connection with a corruption-related case.
Mensah, who had been outside the country at the time the notice was issued, appeared in court on Thursday and was granted bail under strict conditions. He is accused of aiding and abetting the improper use of public office for personal gain, in violation of sections 20(2) and 179C(a) of the Criminal Offences Act, 1960 (Act 29).
According to the OSP, Mensah is a key figure in a case involving the alleged abuse of public office for private enrichment.
Upon his arrival in Ghana, Mensah presented himself to the OSP and was promptly arraigned before court. The presiding judge set bail at GHS 100,000 with two sureties. As part of the bail conditions, he was required to surrender his passport and report to the OSP every two weeks.
The case has attracted public interest amid growing scrutiny over corruption in public service. The OSP had earlier called on the public to assist in locating Mensah, sharing contact details for any information on his whereabouts.
In a statement, the OSP emphasized that Mensah, like all accused persons, is presumed innocent until proven guilty by a court of law. The case is expected to proceed as investigations continue.
