Attorney-General Drops Charges Against Collins Dauda and Others in Saglemi Housing Case

The Attorney-General and Minister of Justice, Dr. Dominic Ayine, has officially withdrawn all legal charges against former Works and Housing Minister Collins Dauda and four other individuals linked to the Saglemi Affordable Housing Project.

A nolle prosequi notice, filed at the High Court (Financial Division 1) in Accra on Friday, February 7, 2025, confirmed the state’s decision to discontinue prosecution against Collins Dauda, Kweku Agyeman-Mensah (former Minister for Water Resources, Works, and Housing), Alhaji Ziblim Yakubu (former Chief Director of the Ministry), Nouvi Tetteh Angelo (CEO of Ridge Management Solutions Ghana Limited), and Andrew Clocanas (deceased, former Executive Chairman of Construtora OAS Ghana Limited).

The notice, signed by the Attorney-General, officially brings an end to the state’s case against the accused individuals.

Background of the Case

The accused individuals previously faced 70 charges, including allegations of causing financial loss to the state, in connection with the controversial $200 million Saglemi Affordable Housing Project.

The case, initiated under the Akufo-Addo administration, revolved around claims that Collins Dauda, Kweku Agyeman-Mensah, and Alhaji Ziblim Yakubu played central roles in the project’s planning and execution. Meanwhile, Andrew Clocanas (now deceased) and Nouvi Tetteh Angelo were implicated in alleged financial irregularities tied to the housing initiative.
