Martin Kpebu Call on Government to Implement Strategic Measures to Regulate Allocation of Public Scholarships

In light of recent public criticism directed at the Scholarship Secretariat for allegedly awarding scholarships to financially well-off individuals, Martin Kpebu, a private legal practitioner, has urged the government to implement strict laws and regulations governing the allocation of public scholarships.

Mr. Kpebu emphasized the importance of clear rules to oversee the distribution of public scholarships, ensuring the fair and equitable use of public funds. He proposed that these rules should include penalties for scholarship administrators who fail to award scholarships to deserving candidates.

“Various government officials, including education ministers, have stated that the government’s policy is to award scholarships to bright but needy students. However, current practices suggest a need for expanded and enhanced regulations,” Mr. Kpebu said.

He suggested that regulations should be amended to include consequences such as the dismissal of the chief executive if scholarships are awarded to ineligible individuals. Mr. Kpebu believes that stricter measures would ensure greater accountability and transparency in the scholarship allocation process.

Mr. Kpebu also called on Members of Parliament (MPs) to introduce a bill to revise the existing regulations of the Scholarship Secretariat, making them more robust and effective. He suggested that MPs could initiate a private member’s bill to expedite the process, as government action on such matters is often slow.

“Private Members can take the lead because the government tends to be slow in addressing issues that do not directly impact votes. If MPs start with a private member’s bill, the government can later join, but at least the conversation can begin,” Mr. Kpebu added.
