‘Joe Wise Was Sick And Shaking Like A Leaf – Majority Leader Speaks On Speaker Switching Saga

The Majority Leader in Parliament, Osei Kyei-Mensah-Bonsu has been fighting off claims that the First Deputy Speaker, Joseph Osei Owusu left the Speaker’s seat to take part in yesterday’s voting and proceedings.

According to him, the Bekwai MP rather wanted to excuse himself to take his medication and not to partake in the vote. The Suame MP observed that the First Deputy Speaker’s ill health was so severe that he shook like a leaf.

Earlier on GhArticles.com reported that Members of Parliament on Monday night fought following a disagreement during the voting on government’s E-levy bill.

The fight ensued when the MPs were voting in a headcount to decide whether the E-levy bill should be accepted under a certificate of urgency.

The Minority had attempted to stop the First Deputy Speaker, Joseph Osei Owusu who was presiding over the House from leaving his seat and taking part in the voting process.

This infuriated the Majority MP who met them at the Speaker’s table to challenge the NDC MPs.

The Minority MPs explained that Mr Osei Owusu while in the position of speaker does not have a casting vote.

Prior to the sitting, the Majority had held a press conference stating the whereabouts of the Speaker, Alban Bagbin was unknown.

However, since the bill has been laid before the House, the First Deputy Speaker took over proceedings in the House.

Mr Joseph Osei Owusu then decided to swap position with the Second Deputy Speaker, who had voted, so he could take a part in the decision making.

However, the Minority MPs who disgraced with that position swiftly moved to the Speaker’s set to stop the swap with the Majority also moving to the seat which led to the crash.

Speaking to JoyNews’ Kwesi Parker-Wilson he said, “Is it the case that a Speaker can’t even excuse himself to visit the loo? Is it the case? The man was indisposed. He was shivering. And he went to the clinic, the record is there. So we had to persuade him to come and sit. He was in the chamber and he was shaking like a leaf.”
