President Mahama Appoints Rev. Stephen Wilfred Arthur as Acting GCAA Director-General

President John Dramani Mahama has appointed Reverend Stephen Wilfred Arthur as the Acting Director-General of the Ghana Civil Aviation Authority (GCAA), signaling a significant shift in leadership within Ghana’s aviation sector.

Rev. Arthur, an accomplished aviation economist and policy expert with over 30 years of experience, steps into the role with a clear mandate: to enhance Ghana’s reputation as a regional aviation hub and to drive operational safety, regulatory excellence, and sector-wide innovation.

Before this appointment, Rev. Arthur served as the Director of Economic Regulation and Business Development at the GCAA from January 2019 to March 2025. His tenure was marked by strong policy development, compliance monitoring, and strategic engagement with both domestic and international stakeholders.

His extensive career includes roles in business development, economic auditing of airlines, corporate finance, and strategic planning. Internationally, he has represented Ghana at multiple ICAO Assemblies and Bilateral Air Services Agreement (BASA) negotiations, while also serving on critical aviation bodies such as the ICAO Facilitation Panel and the African Civil Aviation Commission’s SAATM Working Group.

Domestically, Rev. Arthur chairs the Steering Committee for the implementation of the Advance Passenger Information (API) and Passenger Name Record (PNR) systems—initiatives aimed at enhancing passenger data management and security.

Rev. Arthur holds an Executive MBA from the University of Bradford (UK) and a BSc in Administration from the University of Ghana. He has received advanced training from IATA and the Singapore Aviation Academy, and is a Fellow of the Global Association of Certified Chartered Economists.

Beyond his professional achievements, Rev. Arthur is also known for his pastoral leadership as the founder of Kingdom Family International, a Christian-based church. His dual impact in aviation and faith-based leadership makes him a unique figure in Ghana’s public service.
