Parliament of Ghana has passed the Security and Intelligence Agencies Bill, 2025, marking a major shift in the country’s security structure.
A key provision of the legislation is the renaming of the National Investigations Bureau (NIB) back to its former name, the Bureau of National Intelligence (BNI).
The bill, which underwent extensive debate in Parliament, also abolishes the position of Minister for National Security as part of broader reforms to Ghana’s intelligence framework.
Under the new structure, oversight of the National Security Coordinator will be handled by a minister appointed by the President, rather than through a dedicated ministry.
During earlier deliberations, Muntaka Mohammed-Mubarak, Minister for the Interior, explained that the name change was intended to eliminate confusion between the NIB and the National Investment Bank, which share the same acronym.
The passage of the bill signals a significant restructuring of Ghana’s national security architecture, with implications for governance, coordination, and public understanding of intelligence institutions.
