Parliament Approves Use of Oil and Mineral Revenues for GH¢13.8bn ‘Big Push’ Road Project

Parliament has approved a government proposal to allocate all oil revenues and mineral royalties to the “Big Push” Programme, a large-scale road infrastructure project aimed at transforming Ghana’s transport network.

The programme, which carries a total estimated cost of GH¢13.8 billion, is expected to be completed by 2028 through domestic financing. It seeks to modernize and expand road infrastructure across the country to boost economic development and connectivity.

The decision follows a formal request by the government for multi-year financial commitments to support the execution of targeted road projects under the initiative.

A joint report by the Finance and Roads Committees of Parliament indicated strong support for the move, stating, “The Committee has carefully considered the referral and is of the opinion that the request is in the right direction.”

The report also pointed out that the policy and its funding mechanism had already received initial approval as part of the 2025 Budget Statement. The latest endorsement grants the government the legal backing to enter into long-term contracts necessary for the programme’s implementation.

Additionally, the committee urged the House to approve the request in line with Section 33 of the Public Financial Management Act, 2016 (Act 921), which permits multi-year budgetary commitments under approved fiscal policies.

The “Big Push” Programme is one of the government’s flagship infrastructure plans, aimed at addressing long-standing deficits in road development, improving trade routes, and enhancing access to remote areas.
