The Public Accounts Committee (PAC) of Parliament has summoned two government officials over a controversial GH₵8.2 million sanitation project under the “Toilet for All” initiative.
The officials, Bright Oduro Kwarteng and Theophilus Okine, are being investigated over claims linked to funds allocated for the construction of household toilet facilities under the former Ministry of Sanitation and Water Resources.
According to the Minister for Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, attempts to verify the transaction have been delayed after the officials indicated that relevant documents had been submitted to the National Archives.
Appearing before the Committee, the Minister revealed that although mobilisation funds were disbursed to contractors, no actual work was carried out on the ground.
“The officers who handled this transaction are still at post in other ministries. The Director for Procurement was one Mr. Theophilus Okine, now at the Ministry of Defence, and Bright Oduro Kwarteng is currently Director of Finance at the Ministry of Trade and Agribusiness,” he explained.
He further disclosed that the government had initiated steps to terminate the contract and reassign it for proper execution.
Reacting to the development, the Ranking Member of the PAC, Samuel Atta-Mills, expressed strong dissatisfaction and ordered the immediate summoning of the officials involved.
“Wherever the documents are, they must produce them. You pay mobilisation for work that was never done, and then attempt to repackage the contract—this is unacceptable,” he stated.
The case has raised renewed concerns over accountability and transparency in public sector projects, particularly within Ghana’s sanitation initiatives.
The Committee is expected to continue its investigations as it seeks to uncover the full details of the transaction and ensure those responsible are held accountable.
