
The Office of the Special Prosecutor (OSP) has launched investigations into suspected corruption linked to the National Cathedral project, with a focus on payments allegedly made by former Finance Minister Kenneth Nana Yaw Ofori-Atta.
According to the OSP’s 2025 Half-Year Report released on Tuesday, August 19, the probe covers the procurement of contractors and materials, disbursements by the Cathedral Secretariat, and other related transactions.
The report also revealed ongoing investigations into suspected corruption in contracts between Tema Oil Refinery (TOR) and Tema Energy and Processing Limited, as well as the management of TOR between 2020 and 2024.
Additionally, the OSP is examining the reported large-scale sale of appointment letters to prospective teachers and the laundering of funds generated from the scheme. The operations of the National Commission on Culture between 2020 and 2024 are also under scrutiny, particularly regarding alleged extortion and irregular salary payments.
Special Prosecutor Kissi Agyebeng, in his preface to the report, stressed that Ghana’s anti-corruption fight requires more than punitive measures. He highlighted the OSP’s strategy of pairing enforcement with prevention, asset recovery, and plea bargaining.
Mr. Agyebeng further called for constitutional reforms, including the creation of a dedicated anti-corruption chapter to strengthen measures such as lifestyle audits, non-conviction-based asset recovery, enhanced asset declarations, and a reverse burden of proof in corruption cases.
He disclosed that the OSP is advocating the passage of a Comprehensive Corrupt Practices Act and a Conduct of Public Officers Act to reinforce the legal framework for accountability.
“The task ahead remains formidable, but so is our resolve to deliver,” he assured.
