
The Ghana Revenue Authority (GRA) has disclosed that nine institutions collectively owed the state GH¢47 million in unpaid taxes as of December 2023.
Commissioner-General of the GRA, Anthony Kwasi Sarpong, made the revelation when he appeared before the Public Accounts Committee (PAC) of Parliament on Monday, August 25, 2025. He said steps are being taken to recover the arrears.
According to the GRA, the Graphic Communications Group tops the list of debtors with GH¢3.4 million, followed by GIHOC Distilleries with GH¢2.1 million. The Tema Oil Refinery (TOR) also owes GH¢136,000.
Many of the indebted institutions, particularly state-owned enterprises, have attributed their inability to settle tax obligations to persistent cash flow difficulties.
The Authority also revealed that Value Added Tax (VAT) arrears amounting to GH¢116 million remain unpaid. This was confirmed by the Commissioner for Domestic Tax Revenue, Edward Apenteng Gyamerah.
Mr. Sarpong assured the Committee that the GRA is strengthening enforcement measures to ensure recovery of the debts and improve overall tax compliance.
