MTN CEO: E-Levy Abolishment Requires Due Process

MTN Ghana CEO, Stephen Blewett, has emphasized that the removal of the Electronic Transfer Levy (E-Levy) cannot happen immediately, as regulatory processes must be followed.

Speaking at the MTN House in Accra on April 2, 2025, Blewett clarified that MTN and other telecom operators must wait for an official directive before ceasing the levy’s deductions. “I can’t abolish E-Levy until I’m told to do it. If I do it ahead of time, the Bank of Ghana will catch me,” he stated.

While the government has moved to scrap the tax, Blewett pointed out that its revenue performance was lower than initially projected. He argued that eliminating the levy is necessary to revive mobile money transactions, which suffered after its introduction.

“The reason for the abolishment of E-Levy is to encourage momentum in mobile money,” he explained, noting that the tax had discouraged transactions and slowed financial inclusion efforts.

Despite the anticipation surrounding its removal, Blewett assured that MTN would adhere to regulatory requirements. “We will follow the process, and once it’s gone, mobile money will regain its strength,” he concluded.
