Finance Minister To Present 2025 Mid-Year Budget Review On Thursday, July 24

Finance Minister Dr. Cassiel Ato Forson is scheduled to present the 2025 Mid-Year Budget Review to Parliament on Thursday, July 24, 2025.

The presentation is in accordance with the Financial Administration Act and Section 28 of the Public Financial Management Act, 2016 (Act 921), which require the Finance Minister to update Parliament on the implementation of the national budget and outline the government’s fiscal strategy for the remainder of the year.

This year’s review is expected to provide a comprehensive assessment of Ghana’s economic performance during the first half of 2025. Key areas of focus will include revenue mobilisation, expenditure patterns, debt servicing progress, and proposed policy adjustments in response to prevailing economic conditions.

Dr. Ato Forson is also anticipated to provide insights into macroeconomic indicators such as inflation, exchange rate movements, and the implementation of structural reforms. His address will indicate whether the government remains on track to meet its end-of-year fiscal targets.

Recent data released by the Bank of Ghana suggest that the economy is recovering steadily. Real GDP grew by 5.3% in the first quarter of 2025, driven primarily by the agriculture and services sectors. Non-oil GDP saw an even stronger increase of 6.8%.

The Bank’s Composite Index of Economic Activity rose by 4.4% year-on-year in May, and the Purchasing Managers’ Index (PMI) pointed to increased business and consumer confidence. Credit to the private sector also improved significantly, rising to 19.9% in April 2025 from 10.8% in April 2024.

On the external front, Ghana recorded a provisional trade surplus of US\$5.6 billion in the first half of the year, bolstered by strong gold and cocoa exports. The current account surplus expanded to US$3.4 billion during the same period.
