The Ministry of Foreign Affairs has rejected claims that it approved the deployment of staff from the Driver and Vehicle Licensing Authority (DVLA) to provide driver’s licence registration and renewal services for Ghanaians living abroad.
In a statement issued on February 26, 2026, the Ministry stated categorically that it has neither issued directives to Ghana’s diplomatic missions nor granted approval to any entity for such an arrangement. It further indicated that it is unaware of any new government policy backing the reported initiative and has no record of formal engagement, financial commitments, or policy directives supporting the claims.
The clarification follows comments made by DVLA Chief Executive Officer Julius Neequaye Kotey during the commissioning of a new DVLA office in Bantama, Kumasi, on February 25. He had indicated that staff would travel to countries including the United States, Canada, Germany, the Netherlands, and the United Kingdom to provide licensing services to Ghanaians abroad.
His remarks triggered public debate, with critics questioning the allocation of public resources for overseas deployment at a time when several local DVLA offices face staffing and logistical challenges.
Subsequently, the DVLA issued a separate statement explaining that it had entered into an arrangement with the Ministry of Foreign Affairs to collaborate with Ghana’s embassies in selected countries to offer specific services to qualified Ghanaian citizens abroad.
However, the Foreign Affairs Ministry maintains that it has not issued any official approval or policy directive to facilitate such a plan.
