
The Minister for Trade, Agribusiness, and Industry, Mrs. Elizabeth Ofosu-Adjare, has announced the cancellation of the One-District-One-Factory (1D1F) initiative, a flagship industrialisation policy introduced by the former New Patriotic Party (NPP) administration.
Speaking in Parliament on Tuesday, July 8, the Minister stated, “Mr. Speaker, I want to draw the House’s attention to the fact that as of now, there is no policy as 1D1F.”
The 1D1F programme, which sought to establish at least one factory in every district across Ghana, has now been replaced by a new policy focus under the current government’s 24-hour economy agenda.
Mrs. Ofosu-Adjare explained that the new direction emphasizes the development of agro-processing industrial parks aimed at ensuring continuous production, boosting exports, reducing imports, and creating jobs.
“Mr. Speaker, we are doing agro-parks, which seek to be a great game changer, especially in the agro-processing zones… to produce around the clock for import substitution, export, foreign exchange, and to create jobs for our teeming youth,” she said.
The announcement came in response to an urgent question by the Minority Leader and MP for Effutu, Alexander Afenyo-Markin, who inquired about incentives and investment strategies following the termination of the 1D1F programme.
The Minister indicated that a new investment framework under the 24-hour economy is currently under review and would be presented to Parliament once finalized.
When questioned about transitional measures for abandoned or incomplete 1D1F projects, Mrs. Ofosu-Adjare stated that stakeholder consultations were ongoing to assess the fallout and chart a new path forward.
She clarified that the policy decision to discontinue 1D1F was not made by the current administration, adding, “Since I did not cancel the policy, I would not be in a position to give reasons why remedial measures were not given before the cancellation.”
