Finance Minister Dr. Cassiel Ato Forson has announced that each District Assembly in Ghana will receive a minimum of GH¢25 million in 2025 as part of government efforts to promote grassroots development and deepen decentralisation.

Delivering a statement in Parliament on Tuesday, June 3, Dr. Forson said the initiative is aimed at empowering local governments to drive economic activity at the district level and ensure that national resources are felt directly by citizens.

“Government is guaranteeing that approximately GH¢6.1 billion of the GH¢7.57 billion earmarked for 2025 will be disbursed directly to the local assemblies to spur local economic activities at the district level,” the Finance Minister stated.

“In view of that,” he added, “every District Assembly will receive a minimum of GH¢25 million this year. Our resources extend beyond mere release of funds. We have taken decisive steps to ensure that these resources are utilised in line with the government’s economic objectives.”

The announcement follows criticism from the Minority in Parliament, who have accused the government of failing to disburse statutory funds to key public institutions despite legal obligations and available fiscal space under the current administration.

The GH¢25 million allocation per district is expected to serve as a critical boost for local infrastructure, job creation, and service delivery under President John Mahama’s renewed focus on bottom-up economic recovery.

Analysts say the move could help reduce regional disparities in development and create stronger accountability structures at the district level through direct budgetary support.

The Finance Ministry has indicated that monitoring mechanisms will be put in place to ensure effective utilisation of the funds in alignment with national development priorities.
