 GRA Boss Admits Working Without Contract for Two Years After Retirement

The Commissioner of the Ghana Revenue Authority (GRA), Rev. Dr. Ammishaddai Owusu-Amoah, has confirmed that he has been working without a contract for the past two years after reaching the mandatory retirement age of 65. The revelation came during a session with the Public Account Committee, where concerns were raised by the Minority in Parliament regarding the commissioner’s retirement.

During the committee’s sitting on Monday, January 29, 2024, Ningo-Prampram MP, Sam George, queried the GRA boss about his employment status, specifically addressing the absence of a contract two years after reaching the retirement age. The question sparked disagreement between members of the majority and minority on the committee.

After a temporary adjournment due to technical issues with the public address systems, Rev. Ammishaddai clarified that he turned 62 in October 2023. When asked about his employment status, he explained, “as far as I know, a letter was sent to the board for me to continue working until it is sorted out with the Ministry of Finance and the appointing authority.”

Following the committee session, Sam George expressed concerns about the GRA Commissioner’s extended tenure without a formal contract, deeming it unconstitutional. He called on the President to address the situation in line with constitutional provisions and indicated that he would raise the issue on the floor of Parliament if necessary steps were not taken by the President.
