Government Sets Up 13-Member Committee to Review L.I. 2180 for ‘Okada’ Legalization

The Minister for Transport, Joseph Bukari Nikpe, has inaugurated a 13-member committee to review the Road Traffic Regulations 2012 (L.I. 2180), which currently prohibits the commercial use of motorcycles and tricycles, commonly known as ‘Okada’.

The committee has been given three weeks to assess the regulation and make recommendations regarding the possible legalization and regulation of commercial motorcycle and tricycle operations in Ghana.

During the inauguration, Minister Nikpe emphasized that the review aims to balance road safety concerns with economic benefits.

“Today, we are embarking on a journey to create safe conditions for the commercial use of motorcycles and tricycles in Ghana. The inter-agency committee will consider the road traffic regulations and suggest possible amendments, including operational modalities for effective implementation,” he stated.

The committee has been tasked with:

  • Evaluating safety concerns associated with ‘Okada’ operations.
  • Assessing the economic impact of legalizing commercial motorcycle and tricycle transport.
  • Proposing amendments to L.I. 2180 to ensure responsible and regulated operations.
  • Studying international best practices to develop a sustainable framework.

The Minister urged the committee to ensure safety, inclusivity, and innovation in its recommendations to support a structured and lawful ‘Okada’ transport system.

The outcome of this review could lead to a major policy shift, allowing commercial motorcycle transport to operate legally under a regulated framework. If approved, this could improve urban mobility, create employment opportunities, and reduce transportation costs—but it also raises concerns about road safety and enforcement challenges.
