Gifty Oware-Mensah Detained Over NSA Payroll Fraud Investigation

Gifty Oware-Mensah, a former Deputy Director of the National Service Authority (NSA) and current Ghana Football Association (GFA) Executive Council member, has been detained by the National Investigation Bureau (NIB) as part of an ongoing payroll fraud investigation within the NSA.

Oware-Mensah was reportedly arrested on Friday, March 7, 2025, and has been denied bail despite multiple attempts to secure her release. Initial reports indicated that former New Patriotic Party (NPP) General Secretary, John Boadu, had signed for her bail, but she was later moved from the NIB premises, and her current whereabouts remain unknown.

The arrest follows President John Dramani Mahama’s directive during his first State of the Nation Address, urging authorities to take action against those implicated in the NSA ghost-name scandal. The scandal, exposed by The Fourth Estate, has led to several suspects fleeing the country, prompting the President to order the freezing of their assets pending further investigations.

Oware-Mensah, who owns Berry Ladies FC, had just returned to Ghana on March 5, 2025, following a vacation abroad after the 2024 elections. Her detention comes in the wake of the recent arrest of Ohene Djan, former Deputy Director of Operations at the NSA, who was apprehended in a dramatic raid at his residence.
