Parliament Passes Public Procurement Authority Amendment Bill 2025

Ghana’s Parliament has passed the Public Procurement Authority (PPA) Amendment Bill 2025, introducing a new requirement that all government-funded procurements must receive written authorization from the Minister of Finance, Dr. Cassiel Ato Forson.

The amendment aims to enhance budgetary discipline and prevent financial commitments that exceed approved allocations.

Explaining the rationale behind the reform, Dr. Ato Forson emphasized the need to address financial arrears caused by contracts awarded without secured funding.

“One of the critical challenges that have contributed to the accumulation of arrears is the practice of awarding contracts without ensuring the availability of funds for payment. To address this, the government, as part of the 2025 Budget measures, has directed that all procurement funded by the central government must be accompanied by written authorization from the Minister responsible for Finance,” he stated on the floor of Parliament.
