OSP Arrests GRA Acting Head of Legal Over Corruption Allegations Linked to SML Contract

The Office of the Special Prosecutor (OSP) has arrested Freeman Sarbah, the Acting Head of Legal Affairs at the Ghana Revenue Authority (GRA), over alleged corruption and obstruction of justice in connection with the controversial GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.

The arrest, confirmed in a statement issued by the OSP on Monday, November 3, 2025, forms part of ongoing investigations into suspected corruption and corruption-related offences surrounding the multi-million-cedi SML deal.

The GRA–SML contract, which engaged Strategic Mobilisation Ghana Limited to provide revenue assurance services in the downstream petroleum sector and other key areas, has been under intense public scrutiny for months. Allegations of inflated costs, questionable procurement processes, and concerns over the legality and scope of SML’s work have fuelled widespread controversy.

Following the outcry, the OSP launched an extensive investigation to probe possible procurement breaches and conflicts of interest involving high-ranking officials at both the GRA and the Ministry of Finance.

According to the OSP, the scope of the probe has expanded to include several top officials, with preparations underway to prosecute those implicated by the end of November 2025.

Individuals expected to face charges include former Finance Minister Ken Ofori-Atta, former GRA Commissioner-Generals Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, as well as other senior GRA officials and former advisors at the Finance Ministry.

The Special Prosecutor, Kissi Agyebeng, has indicated that preliminary findings point to evidence of corruption, abuse of office, and violations of procurement laws in the award and execution of the SML contracts.

The latest arrest marks a major development in one of Ghana’s most closely watched anti-corruption cases, as the OSP intensifies efforts to ensure accountability and transparency in public financial management.
