
Former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware Mensah, has been released from custody after fulfilling her GH¢10 million bail condition.
The confirmation came from the Deputy General Secretary of the New Patriotic Party (NPP), Haruna Mohammed, during an interview on Channel One TV’s Breakfast Daily on Wednesday, November 12, 2025.
According to Haruna, while Mrs. Oware has met her bail requirements, her former boss, the ex-Executive Director of the NSA, Osei Assibey Antwi, remains in custody as he has yet to meet his GH¢800 million bail condition.
“Madam Gifty Oware met the bail condition yesterday and has been released, but her boss is still in custody. 800 million—what kind of bail condition is that?” Haruna questioned.
Mrs. Oware Mensah pleaded not guilty to multiple charges, including willfully causing financial loss to the state, stealing, money laundering, and using public office for profit.
Prosecutors allege that she was involved in generating about 9,934 ghost National Service personnel during her tenure, illegally profiting from the monthly allowances paid under those fictitious names. The state is said to have lost over GH¢38 million as a result of the scheme.
The case continues before the Accra High Court as investigations into the alleged financial misconduct unfold.
