The National Service Authority (NSA) has uncovered major payroll irregularities following an internal investigation, leading to the flagging of 8,105 names on the national service payroll.

At a press briefing on Monday, December 15, 2025, Director-General of the Authority, Ruth Dela Seddoh, disclosed that 1,840 of the affected individuals have been temporarily suspended pending further investigations by state security agencies.

According to her, the discrepancies were identified after a detailed comparison between the number of students officially graduating from selected tertiary institutions and the lists submitted to the NSA for national service enrollment. The investigation revealed that some institutions were complicit in what she described as a well-coordinated cartel.

The affected institutions include the University of Development Studies (UDS), Ghana Communications Technology University, and Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development. As a result of the findings, 10 staff members from the implicated institutions have been arrested and are currently assisting with investigations.

Ms. Seddoh described the discoveries as shocking, noting that the irregularities involved fraudulent registrations and the inclusion of non-existent or unqualified individuals on the payroll.

She also addressed concerns over the closure of the national service portal, explaining that the decision was not arbitrary. According to her, the portal was shut after two extensions to allow for reposting, validation of records, confirmation of physical presence at assigned postings, and the elimination of ghost names from the system.

She emphasized that enforcing the deadline was crucial to ensure accurate deployment data and to facilitate the timely payment of allowances to legitimately verified service personnel.

The National Service Authority has reiterated its commitment to sanitising the system and ensuring accountability, adding that further actions will be taken as investigations progress.
