
Former Chief Executive Officer of the National Petroleum Authority (NPA), Dr. Mustapha Abdul Hamid, has filed a GH¢20 million defamation lawsuit against the Office of the Special Prosecutor (OSP). The case stems from allegations linking him to the supposed embezzlement of GH¢1.3 billion from the Unified Petroleum Price Fund (UPPF).
In a writ filed at the Accra High Court (General Jurisdiction Division) on November 10, 2025, Dr. Hamid seeks a declaration that the OSP’s February 12, 2025, statement during a media briefing was defamatory and caused irreparable harm to his personal and professional reputation.
Represented by Applade Chambers, Dr. Hamid is demanding GH¢20 million in damages, an unqualified apology, and a full retraction. He is also requesting a perpetual injunction to prevent the OSP and its agents from making any further defamatory remarks about him.
According to his statement of claim, the OSP alleged during the briefing that Dr. Hamid was one of four individuals under investigation for the alleged misappropriation of UPPF funds. However, Dr. Hamid insists he was never notified of any investigation prior to the announcement and denies any involvement in wrongdoing.
He described the OSP’s claims as “false, malicious, and unfounded,” asserting that subsequent events have proven no such embezzlement took place. The former NPA boss added that the allegations had caused him emotional distress, embarrassment, and the loss of lucrative consultancy and academic opportunities both locally and internationally.
Dr. Hamid’s lawyers revealed that after demanding a retraction in February 2025, the OSP instead invited him for questioning over the alleged fund mismanagement, further aggravating the situation.
