The Chairman of the Operation Recover All Loots (ORAL) team and Member of Parliament-elect for North Tongu, Hon. Samuel Okudzeto Ablakwa, has revealed details of alleged dubious transactions approved by the Agricultural Development Bank (ADB) shortly before the handover of power to President-elect John Dramani Mahama.
In a Facebook post, Ablakwa disclosed that the ADB Board recently approved a controversial electronic servicing agreement worth $750,000 (approximately GHS 12 million). The agreement, involving Virtual Security Africa, has raised concerns among top ADB insiders due to procedural irregularities, including bypassing the audit department and incomplete negotiations.
According to Ablakwa, there is immense political pressure to expedite full payment for the agreement by December 27, 2024, despite the main contract being in draft form.
Ablakwa criticized what he termed “midnight contracts,” alleging that outgoing officials in the Akufo-Addo/Bawumia administration are rushing to approve questionable deals and demand full payments before the January 7, 2025, transition of power.
He noted that these actions directly contradict the caution issued by the President-elect’s Transition Team, which called for due diligence—a stance that mirrors the approach the New Patriotic Party (NPP) advocated in 2016.
The MP-elect warned public officials against yielding to unlawful political pressure to authorize payments for dubious transactions. “The public officials who succumb to unlawful political pressure and effect payments will have themselves to blame after January 7, 2025,” he stated.
Ablakwa also assured that his team has intercepted numerous internal memos regarding these transactions and will ensure accountability for any misconduct.
