Government to Fully Transition MDAs to Electronic Payment Systems by Q1 2026 – CAGD

The Controller and Accountant-General, Kwasi Agyei, has reaffirmed that all Ministries, Departments, and Agencies (MDAs) will fully transition to electronic payment systems by the first quarter of 2026. The move is expected to strengthen transparency, accountability, and efficiency in the management of public funds.

Mr. Agyei made this known at a consultative meeting held in Accra with Managing Directors of commercial banks on Thursday, November 20, 2025. The engagement centred on the nationwide rollout of the Ghana Integrated Financial Management Information System (GIFMIS) and the Ghana Interbank Payment and Settlement Systems (GhIPSS) Electronic Funds Transfer (EFT) initiative.

He noted that despite the Public Financial Management Act (Act 921) designating GIFMIS as the official platform for handling public finances, some institutions continue to rely on manual cheque transactions. This, he stressed, exposes government funds to potential fraud, complicates reconciliation processes, and results in significant operational inefficiencies.

“Failure to use the GIFMIS platform undermines integrity and transparency in financial management and affects the timely generation of financial reports for decision-making and the preparation of national accounts,” he said.

Mr. Agyei described the shift to full electronic payments as a crucial transformation in public financial administration. According to him, eliminating manual cheques and adopting secure digital platforms is essential for improving accountability and boosting public confidence in government operations.

He added that the Controller and Accountant-General’s Department will intensify sensitisation and training programmes for government institutions ahead of the full rollout.

Second Deputy Governor of the Bank of Ghana, Matilda Asante-Asiedu, reaffirmed the Central Bank’s support for the transition. She noted that integrating GIFMIS and GhIPSS would enhance monitoring, strengthen accountability, and urged commercial banks to help MDAs and MMDAs meet the 2026 migration deadline.
