Former Canadian Minister Praises Ghana’s Digitalisation Efforts as a Model for Developing Nations

Tony Peter Clement, former Canadian Minister of Industry, Science, and Technology, has lauded Ghana’s digitalisation agenda, describing it as a transformative initiative that other developing nations should emulate. Speaking at the Democrat Union of Africa (DUA) Forum 2024 in Accra, Mr. Clement highlighted the strides Ghana has made in leveraging digital technologies to enhance accountability and transparency across various sectors of its economy.

In his address, titled “Leveraging AI as a Tool to Build Stronger Campaign Coalitions,” Clement cited Ghana’s Mobile Money Interoperability and biometric national identification systems as key drivers of the country’s economic growth. He emphasized the importance of bridging the digital divide between urban and rural areas and called for enhanced cybersecurity measures.

Mr. Clement also stressed the value of effective public-private partnerships in advancing digital revolutions, urging developing nations to take a cue from Ghana’s successful implementation of these systems.

Mobile Money Interoperability: A Case Study in Financial Inclusion

Launched in May 2018 by Vice President Alhaji Dr. Mahamudu Bawumia, Ghana’s Mobile Money Interoperability system has significantly contributed to deepening financial inclusion in the country. The system, facilitated by the Ghana Interbank Payment and Settlement Systems Limited (GhIPSS), allows seamless transactions across different mobile money networks, promoting a cashless economy.

The interoperability system has addressed challenges such as the complexity of transfers across networks, high banking costs relative to income levels, and issues of financial literacy. By allowing direct money transfers between users of different mobile networks, the system has enhanced convenience, reduced transaction costs, and increased security for mobile money users.

Mr. Clement’s endorsement of Ghana’s digitalisation efforts underscores the country’s role as a leader in the digital transformation of Africa, serving as a blueprint for other nations aiming to modernize their economies and improve governance through technology.
