Finance Minister Misses Mini-Budget Presentation for Third Time

The Finance Minister, Dr. Mohammed Amin Adam, has failed for the third consecutive time to present the first quarter 2025 budget to Parliament. This delay has intensified concerns and conspiracy theories among National Democratic Congress (NDC) Members of Parliament regarding the motives of the outgoing government.

On Tuesday, the NDC Minority alleged that the delay is part of a deliberate strategy to undermine the incoming John Mahama administration. They claim the outgoing government is attempting to stall essential provisions such as the Expenditure in Advance of Appropriation, which would fund public sector salaries and ensure the continued operation of government agencies in early 2025.

The Minority Chief Whip, Kwame Governs Agbodza, warned of potential constitutional violations if the mini-budget is not approved before the 8th Parliament’s term ends. He directly accused President Akufo-Addo, Vice President Bawumia, and the Finance Minister of dereliction of duty.

Responding to the accusations, NPP running mate Dr. Matthew Opoku Prempeh dismissed the claims, describing the Minority’s leadership as ineffective. He emphasized that delays in budget presentations are not unprecedented and urged for a resolution to the ongoing parliamentary impasse.

The issue has further divided opinions among MPs:

  • Asunafo South MP Eric Opoku criticized the NPP for neglecting its responsibilities following their electoral defeat.
  • Tema West MP Carlos Ahenkorah countered, stating the budget’s progress is contingent on the NDC’s cooperation, particularly on pending tax waivers.
