GRA Implements Emissions Levy Collection From February 1, 2024

The Ghana Revenue Authority (GRA) has officially put into effect the Emissions Levy Act, 2023 (Act 1112) starting February 1, 2024.

This legislative move introduces a levy on carbon dioxide equivalent emissions specifically for internal combustion engine vehicles, aiming to promote the adoption of eco-friendly technology and green energy solutions.

The primary goal of this initiative is to contribute to improved environmental management and control of air pollution in the region.

As per the provisions of Act 1112, motorcycles and tricycles fall under an annual fee of GHC 75, while motor vehicles, buses, and coaches with engines up to 3000 cc are required to pay GHC 150 per annum. Vehicles, buses, and coaches exceeding 3000 cc, along with cargo trucks and articulated trucks, face a GHC 300 annual levy.

To streamline the payment process, individuals falling within the scope of the Emissions Levy are directed to register and make payments exclusively through the ghana.gov platform.

Notably, Section 4(4) of Act 1112 emphasizes the responsibility of entities issuing road use certificates, including the Driver and Vehicle Licensing Authority (DVLA) and other testing centers, to verify proof of levy payment before issuing any road use certificate.

The GRA strongly encourages all vehicle owners to adhere to this directive and fulfill their obligations by promptly settling the Emissions Levy as outlined in Act 1112.
