Former Finance Minister Dr. Mohammed Amin Adam has accused the Mahama administration of misleading Ghanaians with claims of abolishing taxes that were never enforced.
Reacting to the 2025 Budget presentation, Dr. Amin Adam stated that the Emission Tax was never implemented, making its supposed abolition meaningless.
“Emission tax—this was not implemented, so it can’t be abolished,” he declared in a Facebook post on Tuesday.
He also challenged the government’s announcement of scrapping the Betting Tax, clarifying that what was being removed was the 10% withholding tax on lottery winnings, which he claimed had never been collected.
Dr. Amin Adam further accused the government of deceiving the public regarding VAT on motor insurance.
“There is no VAT on motor vehicle insurance being collected currently. It can’t be abolished,” he stated, alleging that instead, the government has reintroduced VAT on non-life insurance while exempting motor insurance to make it appear as though a major tax burden was being lifted.
The Finance Ministry, however, insists that these measures are part of efforts to reduce the tax burden on Ghanaians and stimulate economic activity.
